TECNA Statement on Section 174 R&D Expensing in H. Con. Res. 14

The Technology Councils of North America (TECNA) commends the House for its leadership in advancing pro-growth tax policy through H. Con. Res. 14, the One Big Beautiful Bill Act. In particular, we support the restoration of full and immediate expensing of research and development (R&D) under Section 174—an issue that is central to the vitality of America’s innovation economy.

We thank Chairman Jason Smith for his leadership in ensuring this provision was included in the House package. Reinstating Section 174 expensing is a meaningful step toward restoring certainty for innovation-driven businesses and demonstrates a strong commitment to long-term U.S. competitiveness.

At the same time, we recognize that more work remains. As the reconciliation process moves forward, TECNA urges the House and Senate to collaborate on a final bill that includes permanent and retroactive relief to 2022. This would offer both long-term stability and near-term relief to innovation-focused companies—allowing them to reinvest in growth, R&D, and workforce development at a pivotal time. This provision directly supports key objectives of the reconciliation effort: promoting job creation, enhancing global competitiveness, and building a foundation for sustained economic growth.

While TECNA is not taking a position on the broader reconciliation bill, we strongly support the inclusion of Section 174 expensing and will continue working with lawmakers in both chambers to ensure the final package delivers the strongest possible outcomes for America’s small and mid-sized technology businesses.
