TECNA Statement on Congressional Reauthorization of the Small Business Innovation Research (SBIR) & Small Business Technology Transfer (STTR) Programs

Policy

The Technology Councils of North America (TECNA) applauds Congress for passing legislation that reauthorizes the Small Business Innovation Research and Small Business Technology Transfer programs (SBIR-STTR). This action is a significant boost to American innovation, small business growth, and long-term economic competitiveness.

TECNA members represent a broad cross-section of the U.S. startup ecosystem and innovation-driven businesses—companies that develop cutting-edge technologies, create good jobs, and drive America’s technological leadership. They are the backbone of our economy and engines of American ingenuity. And while we know their talent is everywhere, the opportunities and resources needed to realize it are not. For decades, SBIR-STTR has helped address this issue. As America’s Seed Fund, it has provided innovative small businesses and entrepreneurs the capital and support to bring critical new products to market, commercialize cutting-edge research, and strengthen U.S. economic competitiveness. That’s why TECNA has been a strong advocate for SBIR-STTR reauthorization.

We commend the leadership of Senate and House Small Business Committee Chairs Joni Ernst and Roger Williams and Ranking Members Ed Markey and Nydia Velázquez for recognizing the importance of SBIR-STTR for American innovation and competitiveness, especially in new and emerging technologies. Their tireless efforts to pass this legislation have delivered for small businesses and entrepreneurs across the country.
